Hi, I am looking to make a gaming PC for under $700. I want to be able to play games like BF4 at medium/high settings (I am fine with low if this is not possible), at high FPS. I need an OS as well. Thanks

That's about as good as you can do. At 1080p you should get medium-high graphics on BF4 with all AA off.
