Getting pretty low fps in games and as you can see its at 0% GPU load and only at 220 mb dynamic memory and 0 for dedicated memory when I have at least 2gb memory size.

Tried reinstalling drivers but nothing works does anyone have any suggestions?

Did you previously use onboard graphics? if so you have to disable them in the bios/tell your bios to use PCIE/PEG for the primary graphics.

It depends on your bios, google your bios name/number/brand and "disable integrated graphics"

it should be an option named something like "primary graphics adapter"
