Multi-Color Static and now nothing shows up on restart.

Was working on 3d graphics when both screens went into multi-color static. I immediately shut down computer but after 30 seconds the PC turns on and only goes to a black screen at improper resolution and nothing else happens.

OK that's different than what you posted about the PC making no sound, by no sound that means no fans, no drives spin up, etc...

Try a different video card since the system actually turns on OK.

to add, PC makes no sound and no bios or anything comes up. Resolution for my monitor is 1920 x 1080 and now comes up 740 x 400. I need this PC for work. If anyone has a solution please post ASAP. I'm leaning on a GPU issue but I just don't know for sure.
 
You hit the power button, then what happens? Nothing at all? That could be the power supply. Any fans spin at all? Is it an add-on video card? If yes, remove it and try the onboard video if your system has it.

Try unplugging the power for about an hour, and reset the BIOS on the system to defaults (set the jumpter to reset it or pull the CMOS battery for 10 seconds), try again.

When I press the power button everything turns on. All of the fans, all the proper lights, etc just nothing comes up on the screen. The screens turn on (I use 2) but they are just black and at the wrong resolution if that means anything. Unfortunately I don't onboard video.
