Windows 7 hang on 'Starting Windows' loading screen after CPU replacement and clean install.

Hi recently i bought a new computer second hand of my brother, it turned out to have a faulty power supply unit so i replaced it now 9/10 times when on the starting windows screen the logo pulsates for a bit then freezes. ive run every possible option from the recovery disk like disk check and ive even formatted and reinstalled windows to try and fix it but it never fixes it. i DO have access occassionally to the computer so if theres any tests i can perform it shouldnt be a problem.

i know im supposed to post as much details about my computer as possible when ask questions online but im a pretty big newbie when it comes to hardware and what not so i just did my best to find the website for it online:

The ony changes that were made was the graphics card was changed a long time ago but i dont know what type it is and the new PSU i installed was a corsair cx500 i believe.

any help that you can give me would be GREATLY appreciated.
