GPU issues for AMD radeon R9 270x

My friend has recently ordered a "ships in 24 hours" pc from ibuypower. He changed out the graphics card with an AMD radeon R9 270x. He received the pc today and to his surprise it doesn't work. I tried helping him out over the phone and couldnt get anywhere, then i looked and it doesnt seem like his motherboard is compatible with his gpu. His specs are as follows:

CPU: AMD-FX 8320
GPU: AMD Radeon R9 270x 2gb
Mother: Gigabyte GA-970A-D3P
Power Supply: 500 watt

He has had a bunch of issues since he's ordered it 3 weeks ago. It was supposed to be a prebuilt (except for changing the GPU) and ships out in 24 hours. It's been three weeks and nobody was straight with him the whole time and wouldn't say what was going on. He then found out his motherboard was backordered and they comped him with free 3 day shipping. But the date kept getting bumped back further each day. So now he has it, and it doesn't work so obviously he's pretty upset lol. I did some research for him and it looks like his card lists around 200-250 dollars. I told him I'd look for a card for him that was compatible with his motherboard and would be decent enough for him to play games without having to downgrade quality too much. He says he's calling them in the morning and saying, "look, i ordered a ships in 24 hour prebuilt system that took 3 weeks to ship out and obviously during your quality assurance testing you somehow didn't notice that the gpu wasn't compatible with the motherboard. Now i have to send this gpu back to you and pick something else. I'd like a compatible GPU of the same cailber or higher or I'm just sending everything back and want a refund." So, I was hoping you guys could help me find a gpu that would suffice for him and around the same price range or slightly higher (maybe they'll upgrade him for free lol). I also want to make it clear that I've built a couple pc's from ibuypower and havent had a problem with them, i don't want it to seem like im bashing them. Just a messed up situation for him haha. Also, I told him I'd rather seem him go with an Nvidia card only because my own preference with them over AMD. So if you're looking, it doesn't have to be AMD, just something compatible.

I'm states away from him and he's already in bed for the night lol. He sent me a copy of his receipt and then PSU is listed as "500 watt-OCZ ModXStream Pro 500W-80 Plus, Modular" It was all done at the factory so I don't know what GPU was originally intended for it. Although, I'm not sure what GPU he has lying around but he said he put a different gpu in and it worked and he was able to install windows and run the PC, but with a different (and im sure lower quality) gpu. Also, he said with the AMD card in the pc, the fan spins and it's working, but he can't get anything to show up on his monitor.
 


I don't know what the issue could be, because that GPU IS compatible with that board. One of the two are faulty if it doesn't work. Nothing that I can really do from over here on this one. Someone who knows how to diagnose faulty components will be needed on this one.

Well, shoot. That's going to be quite disapointing to him. I don't know much, but if the other GPU he has lying around works, doesn't that point towards the AMD card being the issue?
 
Your post is a little confusing...

Did he try the computer as shipped without the new graphics card?

Anyway, here's a SUMMARY BENCHMARK so you can compare cards:

The largest change is that the GTX750Ti can now overclock as high as 30% above stock. I believe the Asus GTX750Ti when this was done was locked to a 10% overclock. The latest NVIDIA drivers unlock this higher overclocking capability though you still need the utility from the company to overclock. I think EVGA's works with other brands.

That won't bring you up to the performance of a stock R9-270X however, let alone a quality model (like Asus) that can be overclocked further.

I prefer NVidia if the price is right, but use the above chart and don't forget there's a difference even in the same model between brands.

Sorry for it being confusing. The PC was supposed to be prebuilt at the factory. He had the factory upgrade the GPU with the AMD radeon r9 270x. So, as he received the pc already built and put together today, it was with the AMD card. I don't know if that clears it up or not. But basically, he tried the card that came with the pc today and it didn't work. However, he has a spare GPU just lying around from a different pc he had. He swapped the gpu's out to try and pinpoint the problem, and found that the "spare" gpu worked in the pc. So it seems the problem is with the AMD gpu that was shipped with the PC today.
 
The problem is either:
a) The graphics card, or
b) A power issue (if the PCIe 6-pin connector is not connected for example)

It seems more likely it is the card.

*I'm not sure what his options are but if he keeps the PC I suggest he be refunded on the graphics card ONLY and buy one of the above that I linked, or a similar one. (I was updating my post as you responded so look above)

Pay close attention to the CUSTOMER FEEDBACK scores. Also make sure the Power Supply supports the card (simply note the available 6/8-pin connectors. I'll post this and see what his Power Supply supports. A GTX770 requires 1x6 and 1x8-pin PCIe power I believe).
