Why 16GB Kingston 8GB DDR3 memeory on Motherboard(Gigabyte GA-P55-USB3) will not work properly

I bought 2 8GB sticks for my m/b . It has got 4 channels so I put one in Ch.1 and the other in Ch 3. BIOS can recognise it has got 16GB. Hardisk has Windows2012 R2 64bit installed using 4GB. When PC starts it says loading os but nothing further. We get a beep and then PC restarts
Keeps doing this again and again and sometimes there is a progress bar with windows2012 repairing mode. Safe Mode does not work. Trying to reinstall OS does not work.Using only One 8GB stick does not work.
 
Try booting to MEMTEST to see www.memtest.org :
a) how much memory is reported (16GB or likely over 16,000MB)

b) If it works (run full pass; about an hour)

Other:
Your motherboard MANUAL specifies exactly which slots to use when using ONE, or TWO sticks so make sure that's done correctly.
