2133 or 1866 for 4930K processor

Hi,
I'm going to build a gaming rig. I have decided to use 4930K processor and Asus P9X79 LE motherboard.
Motherboard spec for memory is: 8 x DIMM, Max. 64GB, DDR3 2400(O.C.)/2133(O.C.)/1866/1600/1333/1066 MHz
I'm not hoping to overclock my processor and I want to run memory at 1866MHz.
I'm thinking of following models.
RipjawsZ F3-14900CL10Q-32GBZL 309$

Ares F3-1866C10Q-32GAB 299$
10-11-10-30-2N

RipjawsZ F3-1866C10Q-32GZM 352$
10-11-10-30-2N

My problem is, If I get 2133MHz memory(latency 10), will I be able to run it at 1866MHz with lower latency of 9? Will it be stable or should I go with 1866MHz memory and change it's default speed of 1333MHz and get 1866MHz?

I choose those memory modules based on memory configurator (http://www.gskill.com/en/configurator?manu=29&chip=28&model=63) and prices are based on newegg.

Please give me some advices to select the memory.

Yes, sure you will be able to. But I can't comment about stability. There's always a small percentage of chance that it won't be stable. Like 2-5%
If buy 2133 CAS 10 only if it's cheaper than 1866 CAS 9 because I did see a deal last week where 1866 C9 was cheaper. Get a good deal and you will be well off.
Regarding the choice of RAM, if you are going to underclock or overclock, go for at least either Vengeance Pro or Ripjawsx. Ripjawsz are also great, but personally I never prefer it maybe because of heatspreaders

I was also thinking of Ripjaws X earlier. But later I learned that Ripjaws Z was built targeting x79 chipset. And Gskill configurator only listed above memories for Asus P9x79 LE mobo with 1866, 2133 MHz speeds. So I thought to get Ripjaws Z or Ares. I didn't choose Vengeance as it seems bit expensive than gskill memories with same performance.
I don't like to take a risk by getting 2133. So I'll mostly try to go for 1866 CAS 9 and if its too costly comparing to 1866 CAS 10, then I'll get 1866 CAS 10.

Will there be a noticeble difference between CAS 10 and CAS 9?

I'd go the 2133 Ripjaws Z, and if you can, budget permitting, look at the 2133 CL9 set...great sticks and your IB-E CPU (not Haswell, Haswell is socket 1150, not 2011 which you have, different animals) the 4930K can generally handle through 2400 easily
