Diablo 3 Reaper of Souls Questions

HI guys,

I am having some problems with the game Reaper of Souls and I can't quite figure out my problem.

Before RoS came out, I was able to play Diablo 3 at maximum setting ( high smooth shadow, high everything, vsync, anti-aliasing) with no problems at all, including massive battles. My fps kept at a steady 60 fps with occasional drop to 45 fps.

However, after RoS is released, I started noticing considerable fps drops to 10-30 fps in game during massive battles ( and by massive I mean 5 players using all their spells the same time with minions all over the screen). However, this ONLY happens when I enter a massive fight.

At first I thought maybe either my CPU bottle necking, but my cpu usage never exceeds 20%.(Sits at 60c when I run the game)

In addition, my GPU should easily run the game at highest settings with no problem. (Never at full load and sits at 60c when I run the game)

I also have tried the following suggestions that I found in various websites.

1. Turning off the vsync in game and use nvidia experience's adaptive vsync
2. Lowered my graphics settings to medium( for shadow I used medium smooth)
3. Repeated # 2 without any vsync and antialiasing
4. Re installed all video drivers (clean install)
5. De-fragged my hard drive
6. Re-installed the game about 4 times (clean install)

However, the problem still persists regardless my attempts to fix it.
At this point I am really out of ideas, could you guys help me out?

I have a five year old computer.
The specs are:

i7 940 @ stock 2.93 Ghz
Nvidia EVGA GTX 570 2.5 GB single card
Patriot Gaming Series Ram 8 GB
Hitachi 2TB Hard Drive @ 7200 rpm
Screen Resolution 1920x 1080 full HD

P.S:
In general, how can a person eliminate any fps drops in huge battles in games(such as Guild Wars 2, Elder Scrolls Online, Diablo 3 and its expansion, etc), assuming internet connection is not an issue?

Is it CPU related or GPU related?

Does hard drive speed factor into this?

Odd, might just be a performance issue with the expansion that needs to be patched. System should be more then powerful enough to run RoS without issues. Might want to let the Blizzard support guys know; might just be a performance regression.
