Your PSU is really weak and can't handle almost any dedicated graphics card.
Any card with PCI-E (or what ever slot you have in your system) can work with E7500 as soon as you upgrade your PSU..

If you get a high quality PSU with a 6 pin connector your 8k budget would be enough for a R7 260X.. It's an excellent mid-range performer.. You CPU will bottleneck the R7 260X but the performance boost will be dramatic and you can use the card in feature builds..
If you can't afford the R7 260X I would suggest HD 7770 or HD 7750 (preferably 7770)

260x is fastest of the lot.
If you can go for it, well and good.
6850 is a second. 7770 third, 7750 fourth.
I'd say you go for the 7770 if you're not going to upgrade any other components any time soon.
Otherwise 260x is your GPU, 6850 is old and would be out of stock in most places.

It will. It's basically independent of your system, except your PCI-E configuration(which I suspect is 1.1x16).
