Solution
It's a good match to a single 1080 screen and the specs you've posted, so yes, the R9 280X is a good choice.
Also consider the GTX770, it performs much the same but tends to be a little quieter/cooler.
Sapphire, Gigabyte and Asus make some of the better cards while EVGA have the best warranty and customer care in the business.

If you can hold off a little and save a bit more the R9 290 is getting close to your current $450 limit: http://www.newegg.com/Product/Product.aspx?Item=N82E16814127774
If you've not already purchased those parts, you could save a little with a lower wattage PSU and put the cash towards the faster card. ;)

Yes, for your price range it will be the best one available. Also, the 770 has similar preformance and at the same price point. If you can stretch to 500, the gtx 780 and r9 290 become available. Either way, all of these cards will run pretty much every games in max settings in 1080p, so you won't go wrong with any.

I would go for the best air cooler :http://www.newegg.com/Product/Product.aspx?Item=N82E16835608041
Its expensive, but you will happy that you did considering fx can be pushed really far Overclocking. The only better option is water cooling, but it is also the most difficult to implement.
