well fps stands for frames per second,it means how many frames will be displayed per second.
higher is always better as lower fps can make the game look stuttery and laggy.
your monitor determines how many fps you can see for example a 60hz monitor can only show 60fps.
good - 60+
bad - 30-

Well overall for almost all games people want 60fps its the ultimate because its same fps as most monitors 60hz refresh rate.
So 60 fps is the optimal i myself think games is still playable and smooth on 40+ fps but under that i notice its not as smooth but i run almost all games 60+ fps.
But then keep in mind that too much fos isent good either because you can get screen tearing but thats easy fixed with vsync
