on speed fan my PSU -12V is reading -5 to -7 is my psu bad?

I currently have been having problems with my pc freezing. First i thought it was a Os issue so i purchased Windows 8.1. I then got a blue screen about my memory and realized i had a bad stick of memory so i took the bad stick of memory out so now i only have one stick of 4gb. after all that it keeps on freezing i looked up online that it could be a PSU issue and Downloaded speed fan

the voltage readings are
Vcore1 1.4V
vcore2 1.5V
+3.3v 3.34V
+5V 4.95V
+12V 12.35V
-12V -7.26V
-5V 4.05V
+5V 3.36V
Vbat 3.34V
GPU vddc 0.82V

No necessarily. Most computers do not use the -12v . It is a legacy component from the days of ISA slots. Think really old.
Could you list your computer specs including the make and model of your power supply?
Also download MemTest 86 and run it for at least 7 passes.

Next do a Smart test on the hard drive. Which can be downloaded from the drive maker.

running after market coolers on my cpu and my gpu

if not the PSU what else could it be the memtest came out ok and so did the smart test
