i want to overclock my computer??

ok so heres the specs System Model: Inspiron 545
BIOS: Phoenix - AwardBIOS v6.00PG
Processor: Intel(R) Core(TM)2 Quad CPU Q9400 @ 2.66GHz (4 CPUs), ~2.7GHz
Memory: 8192MB RAM
Available OS Memory: 8190MB RAM
Page File: 3347MB used, 13031MB available
Windows Dir: C:\Windows
DirectX Version: DirectX 11
DX Setup Parameters: Not found
User DPI Setting: Using System DPI
System DPI Setting: 96 DPI (100 percent)

and it has a ati radeon hd 4800 series graphics card with a 500 watt psu doubt that matter but could someone tell me what ghz i could go up to safely and a link to the program or step by step insttructions on how to overclock to the ghz that you reccommend

Having a pre-built computer will really handicap any overclocking efforts. Your first obstacle is that Dell has "locked down" your BIOS which prevents you from making changes (such as overclocking) through BIOS. The way to get around that is the use of software based programs for overclocking (keep your expectations low).
Before doing that, you'll want to change your heatsink from the CPU from the stock Dell one to a more efficient aftermarket cooler (you may be limited in selection depending on case form factor) and download CoreTemp.
I haven't used any software based overclocking programs so I won't even try to recommend one
