Display Issues with PowerColor 7870

Back Story:
Bought the 7870 Myst Ed. about a year ago and had display issues after playing a game for
more than 30 minutes or so. I ended up RMA'ing the card, but they did not have another in stock,
so they sent my a different version of the 7870.

Current Problem:
Installed the card and it came on without issue (no drivers yet). So I downloaded the latest drivers from AMD, installed, and rebooted. After I rebooted, I saw white horizontal lines and weird characters on my screen. I logged in, but my PC soon crashed. I went so far as to reinstall Windows, reload an older version of the drivers that came on my previous card's CD, and try again. Again, white lines, weird characters, PC crash.

I have contacted the company again and they are doing another RMA (been over a month without a discrete card!), but I am wondering could anything else cause this? My integrated graphics work fine. Bad PCI port (wouldn't think so since the card is fine until you install drivers)? Bad PSU (500w 80 plus Bronze) (maybe, but all other devices working fine)?

Any help would be greatly appeciated
