Fan Lights are on, but the Fan isn't

I'm using a CFI Diablo mid tower (http://www.newegg.com/Product/Product.aspx?Item=N82E16811855002), and Im having an issue with the front fan. The blue LED lights are on, but the fan isn't. How to fix please. 
How long have you had the case? Have you ever cleaned the fans? Some fans have 2 power connectors, one for the lights and one for the fan. Check to see if they are plugged in properly. Other than that, remove the fan and try to spin it with your finger. Let me know what you find.
