Low GPU usage, New CPU and Mobo time?

Ok so it seems lately I have got an array of problems. Around 2 months ago I bought an MSI 780 Gaming edition to replace a 660ti. I was all excited to gain vast improvements just using a 60hz 1080p monitor. But alas I have just had problem after problem. During games such as battlefield 4 or Borderlands 2 my GPU usage hovers around 50%. Temps stay in the 50-60 area. With my 660ti I could maintain 60fps in borderlands to except in really heavy scenes but now can barely keep 40fps in little fighting areas.

I have a H80 water cooler keeping my CPU cool. My CPU is an AMD Phenom II x6 1090T Black edition. I understand it is aging a bit but even overclocking it to 3.7ish does not help anything. The GPU usage remains the same which is crippling my frame rates in all the games I play. I do have a second monitor usually idling or open on chrome.

I am running my system with a 600w Corsair builder series so I am pushing it quite close with my Powersupply. I have been told from a previous thread that a CX PSU is not all that great for overclocking. Do you think this Powersupply could be to blame for my low Usage?

I am using an MSI 760GA-P43 Motherboard although not fantastic I think it is up to the task of handling a basic Overclock.

If not could I please get recommended a new Mobo and CPU, please try stick to using UK sites and AMD as I am on a budget for all parts :/.

I have recently got a new case, cooler and spent £400 on the 780 so as you can imagine I am reluctant to put even more money into this if there is a way around it.

My full specs are as followed:

MOBO: MSI 760GA-P43
CPU: AMD phenom II X6 1090T Black edition (3.6ghz currently)
GPU: MSI 780 gaming edition 3GB
PSU: 600W corsair builder series
RAM: 8GB of cheapish Scan value ram
Hard drives: 1TB Seagate, 500GB storage drive
Fans: 4 case fans
Cooler: Corsair H80 liquid cooling unit.

The graphics card is definitely being bottlenecked by your CPU. I'd replace that. But before you do anything, you'll want to save for a new power supply. You should not be running a 780 on that potato. Overclocking just increases the chances that'll die. The minimum recommended amount for the 780 is 700 watts, and your power supply is probably pushing something closer to 500.

Ok so that is the new Power supply out of the way. So is it a case of Upgrading my PSU may atleast improve the situation if the GPU wasn't pulling enough power? Or is the CPU and Mobo Upgrade still just an unavoidable thing? If so Could you please recommend me a good Mobo CPU AMD combo? Cheaper the better but will pay more if it will net me significant boosts so I can finally enjoy the 780 as it is meant to be enjoyed.

The power supply shouldn't give you any extra performance but it will definitely extend the life of your components. As for the CPU/motherboard, it depends on your needs.

Like I said, I would prefer to stick to AMD, I have the H80 liquid cooler so have that covered for now. I am hoping to do mild overclocking maybe around 4-4.5ghz mark nothing super crazy
