I'm having some issues with slow boot speeds and only a portion of my RAM appearing as usable. Can someone help me?

I'm having an issue with slow boot speeds and a high amount of ram reserved for the system. This is the first time I've ever had this issue with a computer I've built. I really hope someone here can help me and learning how to correct this issue is a great plus.

Here are my Specs:
Windows 7 Ultimate 64bit
AMD FX-8320
ASUS M5A97 R2.0
G.Skills Ripjaw Series 8GBX1 1600mhz
WD Blue 500GB HDD 5400 RPM
Ultra X4 650 Watt PSU Modular 80 PLUS Bronze
XFX Dual Dissipation Radeon R9 270

The hard drive is probably why you have these problems. Since it only runs at 5400 rpm it can get pretty slow especially with boot speeds. Get a separate hard drive or ssd and use the old hard drive just for storing things that don't need much resources like photos and documents.

I was going to mention both of those items as AKGTime said. Get Dual Channel RAM, and a decent OS drive. The rest of your specs are good. As for the RAM reserved for the system, how much is it, and where do you see that?

Or, if you can, install windows 8 or 8.1 and see if the difference in booting is satisfactory, i installed win8.1 in many laptops with 5400rpm HDDs and there was a significant speed in booting (due to the auto hibernate thing ofc) If again you are not happy buy a 64Gb SSD (they are really cheap) install your OS there and for the rest use that slow HDD.
