PC Failing to boot. Not sure why.

Before I begin I apologise if this isn't the correct place for this type of thread.

I've had my self-built PC for just under 2 years now and have never really had a problem with it. I went to boot it up when I woke up but it fails to do so and as far as I'm aware it was running perfectly fine before I switched it off.

PC Build:
Windows 7
Corsair HX650v2 650W ATX Power Supply, 80 PLUS GOLD
eVGA PCIe GTX660Ti 2GB SC
Asus P8Z77-V LX 4xDDR3 2xPCI-E16 GBL SATA3 USB3.0
Seagate SATA3 3TB 7200RPM Barracuda 64mb chache
Intel Core i5 3470 LGA 1155 CPU 3.2Ghz 6Mb cache Iv Brudge
G Skill 8G(2x4G0 DDR3 1333MHZ PC3-10666 CL9(8GBRL

After opening up my PC I've noticed that even before I boot up my PC the fans inside are running and will continue to run until I unplug the actual PC. When I plug it back in the fans will start back up except 2. The PSU fan will fun for about 10 seconds and then stop, The Graphic card fan doesn't move at all. CPU fan is running fine along with the general cooling fans.

When I go to press the power on button it will either do nothing or the light will come on for a split second. There was one occasion when I did press the power button and the light will turn on for about 5 seconds with the graphics card fan spinning, turning on and off constantly at 5 seconds intervals until about 40 seconds it completely stopped.

I have gone through my motherboard manual, unplugged everything and made sure it was all in properly, cleaned it up as much as I could. Followed all the "PERFORM THESE STEPS before posting about boot/no video problems!" guides. I have tried booting with 1 RAM stick, I have tried resetting the CMOS. The lights on the motherboards are all green and are indicating that it is on and there is no issues.
