Why is League of Legends maxed at 3-7 FPS with this build?

The title is pretty self explanatory. I would like to be able to run league at atleast 60+ on 1920x1080 resolution.

RAM: Crucial 4GB x 2 D3 1600 (69.99)
PSU: ThermalT TR600 600w ATX (49.99)
CPU: AMD A10-7850K BLK ED (149.99)
MB: ASUS A88XM-A MATX FM2 (39.99)
HDD: WDOEM 1TB 3.5' 7200RPM (59.99)
DVD: LG 24x DVDRW OEM (15.99)
Case: Thermalta Commander Snow ATX (54.99)

Total Price; $473.

Let me know if you guys would change anything or add something like a graphics card to be able to run at those requirements or what I should take back.
Is the machine maybe not put together right? I have it running windows 8.1 which I installed today or maybe is it the GPU that I need? HELP PLEASE!!

that apu should be maxing league just fine, have you made sure you've downloaded the proper drivers for everything, not the generic ones windows installs?

Where would I find these drives? I'm almost positive I haven't installed them.

You would normally find these drivers in the support/drivers of the branded company. Here is the link but you could have google it yourself. http://support.amd.com/en-us/download
