For the 212 EVO, their included thermal paste is sufficient. You may see a degree or two difference with the Arctic Silver, but nothing too much. The Arctic Silver is just a better thermal conductor than the stuff bundled with the EVO, and much better than the stuff that comes with stock Intel/AMD heatsinks.

It's better, but not by much. The CM Evo should be fine for 4.2 GHz. You shouldn't need to buy the Arctic Silver for that.
