Trouble pattitioning and formatting external hard drive

I am trying to setup a new external drive. When I go under disk management, It shows as disk 2 and under it says unknown. when I right click on the unallocated space and try to select New Simple volume, it is grayed out. In fact, all the options are grayed out except for properties and help. Speaking of help, this is what I need. Please help.

Have you formatted it or taken control of it?

I couldn't format it because everything was grayed out. I opened Acronis True Image, and in 2 minutes, I was able to initialize the drive. Too bad I can't even rely on Windows 7 to do this. Makes me appreciate my Mac that much more!

I am curious to why I couldn't initialize a new drive in Disk management. Any thoughts?

Lack of having the right permissions.

It must be something funky with the external enclosures, because both of these drives are the same (WD Black 2TB). The second one was able to be initialized no problem in disk management.
