i've installed Windows 8.1 and now my pictures are fuzzy

Not sure if you figured out the issue yet, but I am pretty sure I know what it is. When you go from Win8 to Win8.1, it will reset any screen scaling settings. The default in 8 and 8.1 is 125% as far as I know, which will make images look a little fuzzy (it's purpose is to make text easier to see).
Right click the desktop and choose "Make text and other items larger or smaller".
Check the "Let me choose one scaling level for all my displays" box.
Select the "Smaller - 100%" radio button and apply.
Log out and back in and things should be scaled 1:1 with your chosen resolution.
If the text for various UI elements is too small, you can go back to the same scaling settings screen and adjust the font size.
