Computer just won't connect to the internet using an Ethernet Cable

My wireless USB adapter is only giving me 3 bars and is interfering with my wireless headset and causing me to disconnect. I have resorted to trying to use an Ethernet cable. I connect the new Ethernet cable into my Ethernet port and the data outlet and nothing happens. I know it's not the cable because I have two which are brand new. Can anyone troubleshoot me through what to do?
 
The "data outlet" is a LAN port on your router? Do you see the little lights lit? You may also tray to fix the wireless connection by changing the channels (fixes the headset interference) and moving the router a bit or simple re-adjusting the antenna on it.

No it's a wall outlet which I plug my Ethernet cable into

I have no idea I live in student accommodation all I know is that it's supposed to work. I have contacted my network provider (ask4) and they don't know what the problem is.
 

Well, there is obviously something mixed up here. If it is a connection provides by the accommodation, it sure needs some kind of authentication. If you want use your ISP, you sure need a modem and/or router.
