What Should I Upgrade

I'm planning on buying and building a new computer, however I was curious to see if it would be worth it to upgrade anything. I don't want anything to be bottlenecking my system. Also, Try to keep the cost a bit down as I don't want to break my bank just upgrading my pc.

My Specs are as such:
CPU: AMD Athlon II X2 250 3.00 GHz
Mobo: Biostar A770E3
RAM: 4 GB (2x2) Patriot Sector 5 G-Series PC3-12800 1600MHz
GPU: HIS ATI Radeon HD 4670
PSU: Thermaltake TR2 500W
Case: NZXT Gamma
HDD: Western Digital Caviar Blue 7200RPM 500GB
Optical Drive: Cheap LG DVD Writer/Reader

As you can see my PC isn't anywhere near high end but is enough to get by. I just think it's time to move on. My current PC costed around $500 2.5 years ago. The PC I'm am planning on building will be around $900. If any more information is needed please inform me.

Yeah! If you want something of high quality I suggest the Fractal Design Define R4, Black pearl
The cpu and mobo need to go. 8gb of RAM should be a minimum, but if you can find your same ram, or at least one with same voltage, timing, frequency and latency then you can just grab another 4gb.

So really what you absolutely need new is a cpu, mobo and gpu.
