2nd Internal HDD not showing the correct size

Tonight, I just installed a second hard drive (an Seagate 4tb) into my desktop. I know it is properly connected because the BIOS is recognizing it. I also double checked by googling the second hard drive model and it did come as the right one. It also is listed in Windows 7 but when I go to disk management but the real issue is it shows a size of about 1.6-1.7tb not 4tb. I did do some prior research and some have suggested updating the BIOS; but my question is if the bios shows it as correct, wouldn't the problem be with Windows? I would be be grateful if any one had a way I can fix this.
 
Please ensure you are running the latest drivers for your storage controller(AMD or Intel for most users.).

Lots of people run into issues with drives over 2TB.

What board do you have anyway(I have an over H55 board and with the latest drivers it worked fine with a 3TB[4TB should work as well])?

Worst case, I think Seagate(DiscWizard) and other have software to let you use these larger drives even on systems that do not support them.

Well the Seagate DiscWizard seemed to work but then I got the blue screen of death and then Windows 7 never came back up. I am going to try it again after I do the restore because apparently my Windows restore and image is not working. F***!
