PC has stop using GPU

So i today turn on the pc and started a video game and notcied a extremmely low fps (1 to 5)fps on a game that normally runs at 60average

using GPU-Z i noticed my PC its not using my video card at all, the average load it put on it its around 12%

i uninstalled and reinstalled the drivers with no luck, ani suggestion?

MMM, it is using max idle clocks as well, just did a test with Catalyst Control Center AMD OVerdrive and put it at MAX and the gpu-z detect it is using MAX Clocks but still it read on GPU LOAD MAX = 12%

Looking forward into this problem! i has noticed that besides i was thinking, the pc its maybe using all the video card resources into something else, (Virus maybe), because i noticed that my GPU Core Clock its always maxed even when my GPU Load its at 0% while i onli have GPU-Z program open! as well when i try to see ani youtube video my GPU Core Clock goes down to 300 mhz from 625mhz and youtube videos onli show a black screen! im so confused :S
