I recently cleaned out my computer and removed my CPU cooler because it was rattling, I noticed there was white dust around and in the CPU cooler holes so I cleaned them out with a vacuum cleaner and put the cooler back on and all was fine. Today I upgraded my video card and now my CPU temperatures are reaching 90c when I play Battlefield 4. I'm guessing the dust was thermal paste and it's normal to have it scattered around the CPU. Do I need to reapply thermal paste?

Of course you need to reapply it! The themal paste assures the heat with flow efficiently from your CPU to your cooler! Turn your PC off and look for a good thermal paste AND a tutorial about "how to correctly apply thermal paste".

Yes. And DO NOT play B4 until you've done this. 90C is more than enough to destroy your CPU. Arctic Silver is a very good thermal paste. Don't buy the cheap stuff, ESPECIALLY if you overclock.

Just took off the CPU cooler and put it back on, played BF4 and now the CPU runs around 70c max, should I still bother reapplying thermal paste?

No, you don't need that.
Actually take the cooler off. you don't need that either.

Short answer:
YES

Without thermal paste, I can pretty much guarantee you that your CPU will be fried within a day. LOL Watch this Youtube video on how to perform removal of old paste and reapplication. It's 10 minutes long and will keep you from destroying your CPU
