Assassin's Creed II FPS Issues Help !!?

i Had Assassin's Creed II but i haven't played it since forever and when i decide to play it now i notice fps drops
my specs
GTX 560 Ti
RAM 8 GB
Intel Core i3
resolution 1600x900
when i run fraps i see that it's on high 65-70 fps but i still see drops .. it doesn't make any sense :D so is that because the game is too old or what ?
 
Solution
Most games have this issue so it's a little difficult to say if it's a problem or not.

Things to try:
1) Triple Buffering
- NVidia Control Panel-> "Manage 3D Settings"-> ACII -> turn ON-> SAVE
- *If doesn't seem to work, go back to Global/off

2) Adaptive VSync:
- probably won't help since you appear to have VSYNC OFF already. Personally, I run most games with Adaptive VSYNC as I really hate screen tearing so I like VSYNC ON but then you get a micro-stutter if below the refresh rate with VSYNC still ON.

3) SSD:
- probably not the issue you discuss though it has helped in some areas, there was even an article about this. I believe it was to reduce stutter due to texture loading from the drive which would mostly be obvious when moving...

- *an SSD for most games does little aside from loading times as usually the game is properly loaded into the System RAM from the SSD/HDD

4) Other program using the CPU?
- monitor the CPU usage via the Task Manager before the game starts to see if any program is using it too much. Some programs like Windows Search (forget name), or anti-virus can cause issues but may kick in after the game has started.

Don't have a web browser running either as some pages are CPU hogs.

5) Just the game code?
*This is what I think is MOST LIKELY to be your problem.

Try turning down the graphics to the LOWEST possible at 1280x720 or similar. If your stutter disappears then it's because your computer isn't powerful enough, at least for the period of time the stutter happens.

If that's the issue then play with the quality settings for the best balance, or just ignore the stutter and keep your current settings.

*I have a GTX680/i7-3770K system and the game runs fine but I do have periodic stutter in games including ACII.

6) Hyperthreading:
Most games don't have issues with HT, though a handful do. I don't think ACII does though I'm not 100% certain. I know Witcher #1 does, and Spider-Man Web of Shadows does.

If you do have HT then disable it in the BIOS and find a repeatable scenario to test for stutter (find one with the worst stutter issues). FYI, some people give advice on how to disable the HT threads using the Task Manager method. I tried and it doesn't work for me. BIOS method is guaranteed.

If you do have HT only turn it off while playing a game that benefits from it OFF. You will lose performance in games that benefit from it if it's not on.

Other:
You may also be interested in G-Sync at some point which requires a new monitor. I doubt you are interested yet due to the cost but at some point I recommend it as the technology is truly awesome and it's all about making games far smoother with minimal lag.

G-Sync monitors might be out in April. For now here's some info:

actually i tried lowering the graphics to the lowest and 1280x720 resolution as you said and it got worse :D i tried everything even turning HT off and even got more worse :D:D so i'm guessing i have no solution but anyways thanks and i'm waiting for your feedback. :)
