Does HD affect performance?
Does an HD affect the performance of a computer?
For example, if I used a solid state HD versus a mechanical one, will I see I difference in FPS?

Hard drive speed can effect boot up times, and the time it takes to load applications, an SSD can make your computer faster by reducing these loading times.

SSDs do not impact game performance. Any game installed on the SSD may see improved loading times over a mechanical hard drive, but your framerates would remain the same.

The SSD will make your pc boot up and game loading times extremly fast.However it does not affect FPS in any way,it may only work to reduce the fps drop in the parts were new parts of level are loading.

This^
Games use cpu, gpu, and ram to do all their calculations and things that affect fps. HDD's and SSD's are for "long-term" storage, things like game saves and map files and what not.
