How do i get DirectX 12 when it's released? Do i buy it or does it come as an update? What kind of GPU do i need to make use of it? What are the benefits?

Directx12 is supposedly going to be release alongside Windows 9. Historically, directx is a free program. Microsoft says that most modern GPU's will get some benefit out of it, but NVIDIA is probably going to release a new series of cards specifically designed for directx12.
