I`m not sure what you mean.
If you have a router it should give out to wireless devices an Ip when connecting to it.
This is done by the router and its Dhcp pool.
The set IP range it gives each computer connecting to it via wi-fi or Ethernet.

Example: Dhcp pool: 192.168.0.x where X can be up to 253 machines connected.

In order for it to work each network adapter of each machine, must be set to obtain and IP address automatically from the router.

If in the settings of the client machine you have a static IP address set. then it may be outside of the routers Dhcp pool, Sub net and Gateway address required for connection to the network.

If you are using the router in a business, and not a home network.
Then it is likely the router is set on a static IP range.

Meaning each client connecting to it must have a fixed IP range, and address number, along with the correct sub net address, Gateway address, and Dns servers set up. And the main IP must not conflict with another client on the network.

With static you have to config each of the adapters of each machine manually via the Tcp/ipv4 settings of the properties of the adapters.

IE: 192.168.0.1 Cannot be used twice on two machines connecting.

Log in to a router and see if Dhcp is enabled.
Check the adapter properties of each client.
If set to obtain ip automatic Dhcp should be enabled in router. at the same time.

If set to use a set a address, you must use the settings of the fixed IP pool, Gateway, and Dns numbers stated in the router.
Making sure each client has a separate Ip in the range stated of the IP pool, and not duplicated.
With another machine setup.

Most likely with the Router set to Dhcp on.
The client machine is trying to use a static IP out of range of the Dhcp.

So set the options to obtain settings automatically in the adapter settings of the client machine with the Tcp/IPv4 settings.
