Red CPU Light (Possibly from PSU?)

Hello. I am currently putting together two computers with the exact same specs (Sabertooth 990fx R2.0 mobo, FX-8350, Coolermaster Hyper 212 Evo, EVGA GTX 780, Corsair Vengeance LP 1866 mHz 8 GB (2 x 4), a Corsair 500r case, and an XFX 850w non-modular power supply. I have all of the parts in correctly on both computers. One of them completely boots, but the other gets the red CPU light. I get no video and the computer will not boot at all. I swapped out the RAM, checked the CPU for bent pins (no bent pins), and have done all of the other troubleshooting from the thread for this sort of problem on this website. Upon observing the 24-pin power connector from the PSU, I noticed that it is missing the "GND" pin-like connector. I assume this is the problem. Any solutions?

Now I realize that I was wrong, I didn't realize that the 24 pin was supposed to be like that.

Now I have no idea what the problem is. The other computer works perfectly, but this one's CPU LED lights up red and I cannot turn off the system from the button, I have to switch off the power supply. I've tried testing the ram sticks, I've flashed the new BIOS update, I've made sure the CPU pins are not bent, I've made sure the 24 and 8 pin connectors are in completely, and nothing. I am completely stumped. I have no idea what the problem is and I have been working on this thing for many hours now. I do not know what is causing the red light. I assume it could be the CPU itself, the motherboard, or the power supply. I've done most of the recommended troubleshoots. The strangest thing is, the PC booted up once without the red light and came to the BIOS setup menu, but I turned it off in order to make sure that everything was alright and completed, and the menu never came up again. I've invested so much time and money into this, and don't want to give up.
