Hi

Solution
Usually there are 2 reasons why your wireless would be slower. If you are not getting good signal, like your far away. That does not seem to be your problem as you said it happens even when you are right next to the router. Another reason is the wireless frequency band you are using (2.4ghz) is crowded with other peoples signals. When you use your laptop to connect do you see many other networks from others? At my house I can see 30 other networks. So even when I get all bars for signal strength the connection is still slow. Best thing to do then is to change to another frequency band, like 5ghz.

My laptop yes but my smartphone not. My smartphone can't see any other wireless networks except mine, but still wireless is slow even for mine smartphone.

Switching to 5ghz would most likely help you. The problem is your devices have to be able to use the 5ghz band. Laptop is not a real problem as you can add a USB adapter to get 5ghz but for your phone, unless it supports 5ghz natively then your out of luck with it. You could get a dual band router so it uses both 2.4ghz and 5ghz so that the devices that can use 5ghz will benefit and the ones that can't will still have the slower access at 2.4ghz.
