Dell laptop sound problem

Dell laptop had no SndVol32.exe when purchased used (Win XP). Moved that file from old computer to Dell. Now have volume control, but does not allow me to specify which, of two, sound card to use. I can choose one or other, but when restart, always goes to the same one. Is this normal?
Maybe more than SndVol32 was/is missing. How can I tell?

Thanks, The volume icon is not there. It is for the Realtec(?) sound device. When I click it, I get a non windows control panel which does not show the second sound card.
If I do Start, Control Panel, Sound & Audio etc, choose Volume, click Advanced, ( I used to get a no SndVol32.exe message) , I now get the volume controls (since getting the SndVol32 file), can pick the second sound card (USB Audio Codec) and its volume settings. Whew!, but there is no apparent way to apply the USB Audio sound card.
And, upon restart, the Realtec sound card is back in the volume settings.
I am trying to get the computer to use the Realtec for its own sounds and the USB Audio one for a program to use. The program using the USB Audio gets to choose the correct sound card but expects the volume control to be preset using the Windows mixer volume control.
Double Whew!!
