Is my new PSU incompatible with my motherboard, or is it faulty?

A friend recently gave me a HP Pavilion Elite e9150t (http://h10025.www1.hp.com/ewfrf/wc/document?docname=c01...), which I bought a few new components for, including a new power supply (to power a new graphics card). After upgrading the components I can no longer get the system to boot.

After multiple debugging steps I removed the RAM and turned on power. I heard no beeps from the system as I should have (since I didn't have any RAM installed). I hooked the old power supply up (the 24-pin and 4-pin connectors) and turned on power. The system beeped at this point, indicating that there was a problem... may lack of RAM.

When my Corsair RM650 is hooked up it properly powers all other components (HD, CD-ROM, 24-pin - fans, graphics card). But it apparently is not powering the 4-pin CPU connector. I've connected the CPU power cable to the Corsair RM650 in multiple locations (the power supply being modular) with no difference.

While the system will turn on most of the time, pressing the power button will sometimes cause the power supply to turn on, then off and then on again in rapid succession. I have also encountered it turning itself off when powered. All these issues are resolved if I do not connect the 4-pin connector.

I figure I have one of three problems (possibly more, but these are what I've gotten down to):

1. A bad power supply (it powers everything else, so I'm thinking the supply is okay in general)
2. A bad cpu power cable
3. A power supply that isn't going to work with my motherboard

Does anyone have ideas on how I can further diagnose this issue, and hopefully remedy it?
 
The only compatibility issues with a power supply to a computer is if it has enough watts and the right connectors. There is not any other issues wtih compatability.

Bad cable seems the most likely culprut.
Shouldnt be PSU because you have tried multiple ports with no success.
Motherboard works with other power supply so that should not be an issue.

Does the system boot with old psu and ram installed in it?

The system does boot with the old PSU hocked up. I just tested it with RAM and just the 24-pin + 4-pin connectors on the motherboard (no peripherals) and the system booted to an error message complaining about no boot device (since I wasn't powering my HD).

I did a few more tests with my new PSU, with the RAM still installed. With the 24-pin always connected I played more with the 4-pin connector. One end of the 4-pin can be plugged in (into PSU or into MB) without causing trouble, it is only when both sides are plugged in.

Another note I failed to mention in the original message. The RM650 has an 8-pin ATX connection that splits, giving you two 4-pin connectors. I did try both 4-pin connectors, with the same results.

If you read some of the reviews of this model motherboard around the internet, it seems to be a problem plagued design. One reviewer wrote it was "cheap, small, poorly made MOBO ... very poorly designed ... Very tiny traces, poor assembly. Contamination."

It probably isn't worth wasting any money on. You may find a retail boxed LGA 1366 Intel X58 on eBay, if you want to stick with that platform.

Indeed I've not read much good about the motherboard, but it didn't cost me anything so I'm doing what I can with it. That it is working with the old PSU made me wonder if something off the MB was the issue. I've sent the PSU back to Amazon and will see if the replacement works.

If it doesn't I'll make the choice on if I want to just get a new LGA 1366 board and replace the whole MB/CPU/RAM set.

Just received a replacement PSU last night and got the same results when I hooked it up. Very frustrating.

It would appear that there is something about this motherboard that does not play well with a modern PSU (at least a 650W one).

How did you resolve this issue, if you did? I have had RM650 in a fresh system for about month now and yesterday it just turned off and on few times with no obvious reason (maybe except for magnetical storm? I don't have an UPS). And today there was this repeated turning on and off like in your case "pressing the power button will sometimes cause the power supply to turn on, then off and then on again in rapid succession".
