I would like a motherboard that has the LGA 1150 socket and can support 1866 ram and up to 32gb of ram, and the cheapest one you can find that has some usb 3.0 headers and I would also like to over-clock a i5-4670k. Thanks for taking your time to read this!

Pretty much any Z87 board will meet those requirements (maybe not the very low end boards).

The Asus ahas the CPU fan and CPU_OPt, as well as three case fan connectors

Yes you can use the fan headers for the case fans and even add more with splitters and adapters, will be fine
