Weird audio distortion/crackling with new sound card

OK, so i recently just built my first PC and I'm very happy with it so far except for one thing.
I've been getting audio problems from the start.

On the original build, I had bought an Encore 7.1 sound card, but I could never get it to work no matter what i tried, (new drivers, different pci slots, everything) so I figured it was dead and just decided to use the on board sound on ASUS M5A97 R2.0 motherboard.

After switching to to the Mo-board sound things started getting weird. I would get weird crackling noises when i would scroll or move my mouse in certain applications, but ESPECIALLY STEAM. It would be terrible in steam.

So I decided it was time for a new sound card, so i bought a Creative Soundblaster Audigy SE soundcard, and figured this nicer sound card problem would fix it... But it DIDNT. (Yes the frivers are up to date)

Now I am getting a a really bad distortion in Steam(as well as some crackling). All other programs seem fine for distortion, with some producing only minor crackling, which is really only noticeable because i fixate on it.

This also only happens when i move my mouse around in steam. If it is just resting there its fine, but then as soon as i move the mouse it distorts.
(I noticed in task manager that when i move my mouse around the CPU% for steam jumps up to like 15-20, just from moving the mouse in circles)

I also tried the speakers on my laptop doing the same thing and had no problems

What should i do!!

In some computer the mother board is so badly made that electrical noise from mouse or more specifically from USB-circuits cause distortion.
You should buy a USB-based sound card that has been electronically shielded and that there is Galvanic isolation... One way may be to use optical or digital output and use external DAC. Sometimes when mother board has very bad electronics, there is problem when mother board send electricity to USB devise, so it may be better to have USB devise that has own power system...
One solution is to buy better motherboard that does have better electronics and so less distortion to all devises.

Does your case have a large window? A metal case should shield your motherboard from such weak electromagnetic sources. A corded mouse may be a solution as well.

I tried a wired mouse to no avail

This is a strange error. The only time I have had a problem like this is when it had a bad speaker connection (and no association with a mouse).

Any reason it mainly happens in steam? It seems odd it doesnt distort when playing games

It may be using different drivers with different applications. One may use the on board audio while the other may use the audio in the graphics card or it may just a situation of being amplified multiple times.
