Higher Clock Speed Means Smoother Gameplay?

Does having a higher clock speed mean that games will gain more FPS? Thus causing less screen lag?
Example:
Is 3.2GHz better than a 1.6GHz? "Better" as in smoother game-play.

Yes and no. If your game require a lot of texture processing (Crysis and Battlefield series), then it will require more from your GPU.
But also some games require more CPU, like Don't Starve, Age of Empires and StarCraft, because there's a lot of units to control, rather then just fill the texture. It means, basically, if you have more CPU power, the game will run smoothly, with more FPS.
StarCraft 2, for exemple, is optimized in Intel's Core i processors, so you don't need a off-board GPU. But Diable 3 do require a off-board.

A little bit but the video card is more important. Plus, you cannot compare clock speeds directly from Intel to AMD and from different generations.

AMD's 5.0ghz is equal to Intel's 3.0ghz roughly

2013 Intel's 3.0ghz is equal to 2011 Intel's 3.4ghz.

Thank you so much for the reply's, I understand now that it's more complicated than what I originally had thought.

However, which, out of AMD or Intel, is the "better" brand in terms of leading technology? Also which one would be more "reliable"?

The general consensus is that Intel>Amd when it comes to cpus.
Processors from both firms are reliable.

I agree with @sunder25. But AMD is releasing new CPU's with GPU's integrated and as soon as they fix their problem of high energy consumption I belive they will pass Intel, wich is focusing on CPU's for mobiles.
