What parts of my Gaming pc should i upgrade?

I want to upgrade my gaming PC because I don't get good performance games like : Battlefield and planetside 2.
Here are my specs:
EVGA GeForce GTX 260 192 cores
Intel Core 2 Duo @ 3.16Ghz overclocked to 3.80Ghz
4gb DDR2 800 MHz Ram
550W Cooler Master PSU
LG DVD Burner
Gigabyte GA-P35-DS3L 775 socket motherboard
Western Digital WD Black 1Tb Hard-Drive

I want to be able to play planetside 2, Battlefield 4 ,Battlefield 3 on medium -high settings or ultra :) 
at 35+ Fps

A new GPU would be the first thing to look at though and a core 2 quad wouldn't be a bad investment for what you have.

If you want to play games like bf4 with decent frames, you'd need to invest in a new computer. C2D is an old line of processors and is simply not enough. What's the exact model of your graphics card?

bet on e8500 + gtx 260. Nice config for 2008-9, too old nowadays.
New pc is the answer.

I think that I should upgrade my Intel Duo 2 E8500 because it sometimes bottlenecks my gtx 260, I only get a Average of 26 Fps in bf3 in 64 player maps on medium settings
Any way can someone tell me what parts should I buy, my budget is 280$

There is a simple thing that you can do to check if you need video or CPU upgrade faster.
Get MSI Afterburner: http://event.msi.com/vga/afterburner/
Install it and start it. Note the GPU Usage graph on the right.
Also start windows task manager (CTRL+Shft+Esc). Switch to performance tab, note the CPU usage.
Leave the Afterburner and the Win task manager running.

Then start the game that you play more, move to an area/map with intensive action, play some time (like 2-3 mins is enough)
minimize game
Check the graphs:
- GPU performance in afterburner
- CPU performance in task manager
One of the graphs will be very close to 100% the other will be lower.
The part that is close to 100% is near to its limit so it is the one to be changed first.

Edit/Add: This will show you how to start the upgrade.
But for best results you will have to change both the Video and the CPU in the long run. Quad core cpu is recommended for BF4: http://bf4central.com/battlefield-4-system-requirements...
And the requirements for the video are also serious:
Radeon HD 7950 2 GB (R9 280) or GTX 760 2GB are recommended as "mid-range" for the game:

I did what you said and my pc's cpu usage is almost all the at 100%, my gpu usage is 86-97% when play bf3 at a 64 player map. So I should get a new cpu like the fx 6300 and new ram and a new motherboard.

GPU is also very close to the maximum load. So you have to start with the CPU, but for a significant increase of the performance you have to change both.
