Strange Noise from "Rear Exhaust"

I have a couple of questions for y'all

So long story short. I had to RMA my RAM (16GB Crucial Ballistix Tactical) which I am in the process doing so right now. I would basically start up my computer and get a "Primary Boot Failure" because I changed my BIOS settings to an XMP Profile. Granted this didn't happen ALL the time, but just on occasion. . I ran a basic windows diagnostic on it and they said that the RAM had some issues.

1.) So as of today a buddy of mine lent me some of his RAM sticks. (x2) 4GB G Skill RipJaws. Though the funny thing is, is that AFTER I put them in, I get the SAME error message as before.. Saying I need to adjust the mhz to 1333 instead of 1600. I was wondering if anybody knew anything about this? (I ran the same diagnostic test on his RAM, its fine)

2. After I installed the RAM in, my exhaust fan has been making this strange crackling/static noise. Curious if its on its way out already or what. .

to see if it the fan of the case or the power supply use a pencil with a rubber eraser and stop the case fan. you be able to push the fan and stop it without hurting the fan. if the noise is still there it may be a power supply fan or a part in the power supply.

my problem just became a lot more serious actually... So my computer now starts and shuts off in less than 5 secs... Doing the wire method where I unplug everything in my mobo and just test the PSU unit, let u know of the results.. I think its the motherboard and has been all this time.. Would love some feedback from u guys.

Essentially I was taking out the ram and putting it back in, because I somehow THOUGHT it was it.. Dunno. And everything was working great, then it just happened. I thought the RAM timmings was set in correctly in the BIOS and put me in some sort of loop. But now I just dunnoo

So after unplugging everything and using the paper clip, my PSU turns on and remains stable.. But, NON of my fans kick up and turn on - they're plugged into the mobo so could that be it? Just dunno HOW this happened exactly, how could I've shorted my Mobo?
