Skyrim Graphics Issues

I recently installed Skyrim: Legendary Edition to my computer. I share a copy with my room mate but he's been out of town a lot lately and I'm looking to join the modding community. The first thing I noticed is that as soon as I started the game, the graphics were automatically set to low. Normally, this wouldn't be a problem. I figure graphics aren't a huge problem, and regardless I'll still enjoy the game; and at first that was all there was to it. Aside from some clipping and texture popping nothing major occurred. Until I entered Helgen Keep. (I've included a link to a video showing the problem, but I'll describe the issue as best I can for those who are unable to access it)
Essentially, the interior shadows are a huge problem. at various points around the stormcloak entrance they ranged from these weird amorphous black blotches, to harsh diagonal lines, to ridiculously bright "torch-light". These issues became significantly more apparent as I moved through the room, becoming extremely distracting. I had to stop playing at this point because the bug became too irritating to put up with.
-I run Windows 7 Ultimate, 64-bit
-My computer is a Dell XPS 430
-I have and ATI Raedon HD 3600
-Intel Core Quad CPU, Q8300 @ 2.50 GHz 2.49 Ghz
-The game is updated to the latest patch

I am not sure about the issue you mentioned, but your computer is 5 years old, you might have to upgrade it to play modern games.

Spend some money on a better GPU. Something like a Radeon HD 7790 can run it fine. But find a card which suits you
