$700-$800 gaming value rig help with cpu/mobo combo and gpu

i am building a gaming rig with a value price of roughly $700-$800 and have a couple questions about which ways i should go.

1) deciding on a cpu, i have been told that intel naturally runs hotter than amd's. even though i want to run games at high/ultra around roughly 60 fps, i dont want to get too crazy with cpu cooling. do i need a liquid cooler like the h60 (i would like it to be simple which also doesnt require replacing the liquid if possible) or can i run a fan heatsink and be fine? the cpu's i would be going for is a i5-4430 or an amd comparable in performance.

2) motherboards: how much emphasis do i need to put into the mobo? I will only be running one gpu, and 8-16 gb of ram. Also, probably one hd, max 2.

3) for gpus, i want something that has bang for buck. i have been looking at the gtx 750ti or the gtx 760. will this carry my games smoothly at high graphics? i will be running the upcoming mmo wildstar which is not intensive, but also games like titanfall which i would like at least fps similar to my ps4. thoughts/suggestions, even amd alternatives please, i am all ears. thanks

If you use the intel i5 [ which runs cooler ] you have to compromise on part quality elsewhere and you wont get better fps in games

Intel runs cooler then AMD and even if u decide on AMD u don't need a cooler unless you over clock .GTX 760 is a great GPU and the AMD the alternative would be the radeon 7950 I recommend using an Asus mother board withLGA1150 if your gonna take the Intel CPU 4th gen.

The second build you can't overclock the CPU, stock fan will do. The first build would be better to slightly overclock with say a 212 EVO air cooler, or water cooling if you want to see what you can get out of it. As the above says, AMD are known to run hotter, if I was building AMD I might just throw in an after market cooler anyway, but that's just me.

This pushes you over budget a bit, but puts in an SSD to run your OS from for faster booting. You could arguably meet half way and replace both those drives with a hybrid, which after a few times will be faster running your OS and most popular programs.
