I have never built a computer before so I have a few questions:

Will the PSU fit in the case?

Is the PSU compatable with the motherboard?

Will I need to buy thermal paste for the APU, or does the paste come standard?

I am already over my budget, but I could go up a hundred or so dollars. My brother will be playing games with the most demanding being BF4, he will be playing games like Crusader kings, Europa Universals and Skyrim.

Then I would recommend having a designated GPU. A good start for a budget gaming rig is with the FX 6300 cpu. It runs about $120 and comes with 6 cores at 3.5Ghz and is very overclockable. Its hard to say though without knowing a budget limit.

There are a few things I would change about that build. One being for another $6 you can get a 1tb hdd. Do you also need an operating system?

Getting a dedicated gpu is an attractive option but it would be expensive. Im getting win7 for the os. I thought about going for the terabite hdd but my brother will not need a terabite of storage. 320 is good enough.

but to answer your question I think you could pass with that psu but it would probably be pretty close.
Might want to go with a 450 watt or even 500
