For CPU, get Intel i5 (or i3, i7 depends on your budget), most of the software still don't know how to take advantage of Intel video hardware decoder, but you can run software like Netcamcenter pro http://www.webcamsoft.com for your IP cameras. This one does, and is much faster compare to not using hardware decoder.

For display, unless you want to play 3D games, otherwise Intel onboard video is good enough for most of the tasks. No need for add-on display card. You can get a Dell/HP i5 PC around $500. You may want to make sure the model provides dual display at least, so you can run surveillance on one monitor and POS on the other.
