Hi people,
I have a PC with the following specs:
Intel® Desktop Board DH55TC
Intel Core i3 530 CPU at 2.93 Ghz
Kingston 9905471-001.A00LF 2GB DDR3 RAM
NVIDIA GeForce 8400 GS Graphics card
Seagate 500GB HDD

When I was using Win 7 32-bit, I installed an additional Kingston Ram of 4 GB DDR3 as mentioned in the title, and was showing 3.24 GB usable Ram and everything else was working just fine.
So I decided to upgrade to 64-bit Win 7 but on doing so it won't accept any Ram above 2 GB. My OS works just fine with the old 2 GB ram but when I install the additional 4 GB or even the new 4 GB without the old 2 GB one my OS freezes and reboots at the startup splash screen. I can't figure out what the exact problem is, I even tried updating the BIOS drivers for my mobo but it doesn't seem to help.
Can anyone please help me with this issue?

That is strange and this happened right when you upgraded huh? well this might seem extreme but i would uninstall and reinstall windows all together. I have had to do that with windows 8 however that is really a last resort. You have to back up your memory because you will lose everything however anything thats linked through pin number can be redownloaded. This will set everything to default regarding your OS it might be a setting that got messed up. If its not you OS then either the ram itself is faulty which you can check by going to device manager through control panel find the ram and right click to check hardware. Last of all it could be your motherboard itself the motherboard is what optimizes the ram itself as im sure you already know if you have a spare motherboard you could switch it out and see if that solves your problems. uninstall windows as a last resort it really is a pain

could you solve the problem? I have the same problem.

I have:
P55M Pro
2GB
8800GS

when I insert the Kvr13n9s8 / 4 starts fine but when loading windows, it restarts
is compatibility issue?

I am from Argentina, excuse my English, I'm using a translator.

Same problem here. I bought the same memory too, starts fine but when it comes to "Windows is starting" part, it restarts before the windows 7 logo appears. But works fine in my old ram. My old ram is 1GB only so I had to buy a a higher one.

Possible solutions I've done:
Reset CMOS
Update BIOS
Upgrade from 32-bit to 64-bit
Tried both slots

Intel Core i3 530 2.93Ghz
