With new DRAM a mobo will boot up to it's default, which normally is 1066 or 1333 w/ AMD, you can then either set the DRAM up manually or or (easier) see if the mobo supports DRAM ocing profiles, AMD using a number of methods, most common are DOCP, EOCP and XMP, find that, enable it and select the freq of your DRAM

and asrock extreme 970 3 r2.0 support 1866mhz
