It depends on the individual card but you will not run out of power.

That PSU'll easily handle a card double the TDP of the 750Ti. You can easily overclock it. However, it depends on manufacturer. I can say ASUS cards allow higher clocks, but I could be wrong; my specific card could have allowed me that overclock.

Yes your PSU can handle it since your current setup is barely pulling 200watts at stock.

This GPU is being powered by the PCI express slot only meaning no additional power pin connectors from the PSU to the GPU. You sure I can overclock safely? If yes how far should I overclock with Precision X?

Even with no pci-e connector you can get up to 1400mhz with these:

It depends on the individual card but the rule is to monitor temperature and be careful with voltage increase.

Same answer you will not know without trying, it depends on the individual card!

What are the guidelines so I wont over do it the 1st time frying my card.

My GPU has a 2 Core clocks:
GPU core = 1020Mhz
GPU boost core = 1085mhz

Which one out of the 2 clocks above should I consider for my calculations?

GPU core!

Also I notice in Precision X that my GPU core clock goes higher than my overclock. I added 90 to 1020 so it should read 1110mhz but I see it goes to 1200Mhz. Why is that?

Maybe it is the boost working.
