Graphics card help!

Hello, I recently built my first rig and have a quick question. I bought an XFX Radeon R9 270X graphics card from best buy. I was playing BF4 and noticed some slight tearing when i moved side to side. My friend told me that there was a program seperate from the AMD Catalyst program that would monitor my GPU and allow me to overclock it. When I typed in overclocking instructions for my GPU i saw that the MSI version had a program that seemed to be what im looking for. So my question is, is there such a program for my GPU or should i be using the AMD Catalyst?

Also what do you think of my Rig?

Specs:
CPU- AMD FX-8350
GPU- XFX Radeon R9 270X
Motherboard- Asus Sabertooth 990FX R2.0
Ram- Crucial Ballistix 16GB
SSD- Samsung 840 EVO 120GB
Hard Drive- Seagate Barracuda 1TB
Power supply- CoolMax 1000W 80+ Bronze
Optical- LG Blueray
OS- Windows 8.1
Case- Corsair Graphite Series 230T

What FPS are you getting and what's the refresh rate of your monitor?

I'm not sure how to check the FPS would that be under the Catalyst program?? Also, I am running my PC off of a TV, im not sure if that matters as well.

Try enabling Vsync in-game and see if that helps first, this will lock your fps to 60 which most of the time will clear any tearing issues. You can download a free program called 'Fraps' to see your framerate.
