CPU and GPU usage

Hi, i'm trying to learn about GPU and CPU usage and the effect it has on my pc whilst gaming.

Is it better for the usage to be higher or lower when it comes to the GPU and CPU?
How can i tell if one component is bottlenecking the other? (i've download msi afterburner to test the my components in game, i just dont know what it means)

If your GPU usage isn't at 90+% its probably being bottlenecked by your CPU, assuming you are running a new game on high settings. If your CPU usage is low it might be the particular game isn't particularly taxing on the CPU such as Tomb Raider.

Its unlikely your GPU is bottlenecking your CPU unless you paired an i7 4770K with an Nvidia GT 620 or something weak like that.

Ok, so I have a pretty old CPU.

Looking out over Whiterun (a major city) in Skyrim my Gpu reads as...
27% usage, 900MHz

Memory is 1400MHz, 828MB,
What does this mean? Is my computer being held back by the cpu?
I'm running the game on high settings with my GPU being an R9 270

I would say yes. What is your CPU? What does your CPU usage look like whilst looking at that city?

My Cpu is an old AMD phenom x4 quad core. I'm not sure about the usage as I don't think this programme display it in game.
If It is holding back my GPU will a newer processor increase the overall graphics in games?
