Question: PCI Lanes for the Asus Z87-WS and Xeon E3-1245 v3

I am upgrading some hardware for a more powerful machine and currently have an Asus Z87-WS motherboard used for image/video rendering and data crunching when I am not "using" the system. With that said, the system is running 24/7 with a pretty hefty workload (note: there are four GPUs to consider as well). Because of the demands this system require, I am considering one of the following CPUs; the Xeon E3-1245 v3 or the Intel i7-4770 processor. (I do require iGPU for the time being, until budget allows for the 4xGPU configuration and there is no desire to OC). I am learning towards the Xeon E3-1245 v3 because ECC is appealing and may be a benefit.

The motherboard supports 4 x PCIe 3.0/2.0 x16 (dual x16 or x16/x8/x8 or quad x8).

I am not sure which processor supports "quad x8", if either of them do.

My questions are,

* Would someone please explain the difference between the two following statements?
- Xeon E3-1245 v3 supports "1x16, 2x8, 1x8/2x4"
- Intel i7-4770 supports "Up to 1x16, 2x8, 1x8/2x4"

** What do they mean by "Up to"?
*** Will either of these processors have enough lanes to support 4xGPUs?
**** Will the Xeon E3-1245 v3 meet my requirements?

There is an extra chip on the motherboard adding additional lanes in addition to the CPU PCIe lanes making it possible with either CPU.
